
The
Rules
§ 1.
COMPLIANCE WITH RULES OF THE
These
rules shall conform in every respect with the Rules of the Georgia Republican Party
and with the Rules of the Tenth District Committee, both of which are
incorporated herein by reference.
Whenever a provision of these rules contradicts a provision of the Rules
of the Georgia Republican Party or the rules of the Tenth District Committee,
that provision of these rules shall be deemed to be ineffective and the
corresponding provision of the Rules of the Georgia Republican Party or the
Rules of the Tenth District Committee shall be effective, as if fully set forth
herein.
§ 2.
ADOPTION
These
rules shall be adopted by a majority vote of the delegates of the Putnam County
Republican Convention in the year 2009 and shall be effective immediately upon
adoption. They may be amended by a vote
of two-thirds of the members of the

MEMBERSHIP, PARTICIPATION,
¶ 1.
Membership.
All electors who are in accord with the principles of the
Republican Party, who believe in its declaration of policy, who are in sympathy
with its aims and purposes, and who have paid the Putnam County Republican
Party (PCRP) membership fee may participate as voting members of the PCRP in
its conventions or mass meetings. All
officers, committee members, delegates to conventions, and voters in mass meetings
shall be members of the PCRP and must be qualified electors and registered
voters. Party members eligible to vote
may convey their written proxy to another member.
¶ 2. Oath of Affirmation of Candidates.
Any candidate for elected office running as a Republican Party
candidate shall submit to the appropriate level of the PCRP the following oath
affirming his or her allegiance to the Party by signing the following oath
while qualifying with the Party.
“I do swear or affirm my allegiance to the Putnam County
Republican Party.”

§ 4.
¶ 1.
Creation. There
shall be a

Composition. The
¶ 3.
Selection. The
Chair, the First Vice-Chair, the Vice-Chair, the Secretary, the Treasurer, and
any other officers of the PCRP shall be elected by a majority vote of those
delegates present or present by proxy at the county convention held in
odd-numbered years and shall serve until removed or replaced.
¶ 4.
Removal. Any
member of the County Committee may be removed from office for cause by a vote
of two-thirds of the quorum of members present at any duly called meeting of
the County Committee, provided that said individual shall have been notified by
certified mail received at least thirty-two days prior to said meeting and said
notice setting forth the reasons for removal.
The individual shall have an opportunity to be heard in person or
through his representative. “Cause” as
used herein shall include continued failure to perform his duties, or conduct
detrimental to the best interests of the PCRP, all as may be determined by the
two-third (2/3) majority vote of a quorum of the
¶ 5.
Filling vacancies.
In the event of a vacancy on the

Duties of the Chair.
The Chair shall be the Chief Executive Officer and spokesman for the
PCRP. He shall preside at all meetings
of the PCRP and of the
¶ 7.
Duties of the Immediate Past Chair. The Immediate Past Chair shall provide advice
and counsel to the Chair, as requested, and perform other duties assigned by
the Chair.
¶ 8.
Duties of the First Vice-Chair. The First Vice-Chair shall act in the absence
of the chair by presiding at all meetings of the PCRP and of the County
Committee, convening all county conventions and assisting the convention chair,
and shall perform other duties as assigned by the Chair or by the County
Committee.
¶ 9.
Duties of the Vice-Chair.
The Vice-Chair shall perform duties as assigned by the Chair or by the
¶ 10.
Duties of the Secretary.
The Secretary shall keep and publish minutes of meetings of the PCRP and
of the

Duties of the Treasurer.
The Treasurer shall have custody of the funds of the PCRP, which shall
be deposited in a bank located in
§ 5.

District Mass Meetings and Selection of Delegates to the

¶ 4. Adoption of
Rules. At each county convention, the delegates
thereto shall adopt rules for the PCRP by a majority vote. Pursuant to the Georgia Election Code and
within fifteen days of their adoption, the PCRP Secretary shall file a copy of
these rules, certified by the Chair, with the County Election Supervisor. The

5. Selection of Delegates to
District and State Conventions.
The delegates shall select one delegate and one alternate delegate to
the district and state conventions. In
addition, the delegates shall select one delegate and one alternate delegate to
the district convention for each 500 votes and to the state convention for each
1000 votes for the Republican candidate for President of the
¶
6. Alternate Delegates.
Delegates and alternate delegates shall not be paired. The delegates shall by caucus and majority
vote adopt a plan for the seating of alternates for any missing delegates of
their delegation.
¶ 7.
Rules of Order.
Unless modified by these Rules or those of the Georgia Republican Party,
the latest edition of Robert’s Rules of Order, Newly Revised shall be
followed in all meetings and conventions of the PCRP.
