§ 4.  COUNTY COMMITTEE

¶ 1.  Creation.  There shall be a County Committee that shall be the governing body (except while the County Convention is in session) of the PCRP, which is a political organization and a political party as defined in Georgia law.

¶ 2.  Composition.  The County Committee shall be known as the Putnam County Republican Committee.  This committee shall be composed of a Chair, the Immediate Past Chair, a First Vice-Chair, a Vice-Chair, a Secretary, and a Treasurer, and such additional officers and members as may be determined by the County Convention.  All of these shall have a vote.  Members shall be selected only from members of the PCRP.  No person may run for or occupy more than one County Committee office at a time.  No elected official may be a member of the County Committee.  Any member of the County Committee who qualifies for elected office shall be deemed to have resigned upon election to said office, except that any member of the County Committee who qualifies for elected office and who has a contested primary shall be deemed to have resigned upon qualifying. Any member of the County Committee who qualifies for elected office as a candidate of any political party other than the Republican Party shall be deemed to have resigned all positions and membership in the PCRP.

¶ 3.  Selection.  The Chair, the First Vice-Chair, the Vice-Chair, the Secretary, the Treasurer, and any other officers of the PCRP shall be elected by a majority vote of those delegates present or present by proxy at the county convention held in odd-numbered years and shall serve until removed or replaced.

¶ 4.  Removal.  Any member of the County Committee may be removed from office for cause by a vote of two-thirds of the quorum of members present at any duly called meeting of the County Committee, provided that said individual shall have been notified by certified mail received at least thirty-two days prior to said meeting and said notice setting forth the reasons for removal.  The individual shall have an opportunity to be heard in person or through his representative.  “Cause” as used herein shall include continued failure to perform his duties, or conduct detrimental to the best interests of the PCRP, all as may be determined by the two-third (2/3) majority vote of a quorum of the County Committee. If a member of the County Committee shall publicly advocate the election of another candidate for an office for which the Republican Party has nominated a candidate, that advocacy shall be cause for which that member may be removed from PCRP office.

¶ 5.  Filling vacancies.  In the event of a vacancy on the County Committee, the remaining members may elect a successor by a majority of the quorum present at any duly called meeting of the County Committee.

¶ 6.  Duties of the Chair.  The Chair shall be the Chief Executive Officer and spokesman for the PCRP.  He shall preside at all meetings of the PCRP and of the County Committee.  He shall convene all county conventions and assist the convention Chair.  He may appoint members to committees of the PCRP.

¶ 7.  Duties of the Immediate Past Chair.  The Immediate Past Chair shall provide advice and counsel to the Chair, as requested, and perform other duties assigned by the Chair.

¶ 8.  Duties of the First Vice-Chair.  The First Vice-Chair shall act in the absence of the chair by presiding at all meetings of the PCRP and of the County Committee, convening all county conventions and assisting the convention chair, and shall perform other duties as assigned by the Chair or by the County Committee.

¶ 9.  Duties of the Vice-Chair.  The Vice-Chair shall perform duties as assigned by the Chair or by the County Committee.

¶ 10.  Duties of the Secretary.  The Secretary shall keep and publish minutes of meetings of the PCRP and of the County Committee.  The Secretary shall be the custodian of all records (except financial) of the PCRP.  The Secretary shall serve as secretary to all county conventions until temporary organization of the convention is completed.  The Secretary shall give all notice of all meetings contemplated by these rules.  The Secretary shall prepare and distribute the names of all delegates to the District and State Conventions.

¶ 11.  Duties of the Treasurer.  The Treasurer shall have custody of the funds of the PCRP, which shall be deposited in a bank located in Putnam County.  These funds may be withdrawn only on direction of a majority vote of the County Committee.  The treasurer shall present a report of funds on hand and expenditures at each meeting of the PCRP and of the County Committee.

§ 5.  COUNTY CONVENTIONS AND MASS MEETINGS

¶ 1.  Call.  The County Committee shall issue the call for mass meetings and county conventions in each odd-numbered year and in every Presidential Election year.  These events shall be held at the time prescribed by the Georgia Republican Party.  They shall be held in a place designed for public access and not in a residence or private business.  They may only be combined pursuant to ¶ 5.12 of the Rules of the Georgia Republican Party.

¶ 2.  District Mass Meetings and Selection of Delegates to the County Convention.  Each voting district in Putnam County shall conduct a district mass meeting and shall select one delegate and alternate delegate to the county convention, which shall be convened immediately after the mass meetings.  In addition, each such district shall elect one delegate and one alternate delegate for each fifty votes cast for the Republican candidate for President of the United States in the immediately preceding general election in which such votes were cast.  All delegates shall be selected only from members of the PCRP.

¶ 3.  Organization of County Convention.  The Chair shall call the convention to order and shall preside over the election, by a majority vote of the delegates present, of a convention Chair and secretary who shall preside over and record minutes for the convention.  Their duties shall end at the adjournment of the convention.

¶ 4.  Adoption of Rules.  At each county convention, the delegates thereto shall adopt rules for the PCRP by a majority vote.  Pursuant to the Georgia Election Code and within fifteen days of their adoption, the PCRP Secretary shall file a copy of these rules, certified by the Chair, with the County Election Supervisor.  The County Chair shall file a copy of these rules with each District Chair of the appropriate Districts and with the Secretary of the State Committee.  Any amendments to such rules shall be similarly filed.  All such filings shall be made within thirty (30) days after the adoption of the Rules or Amendments as the case may be.

¶ 5.  Selection of Delegates to District and State Conventions.  The delegates shall select one delegate and one alternate delegate to the district and state conventions.  In addition, the delegates shall select one delegate and one alternate delegate to the district convention for each 500 votes and to the state convention for each 1000 votes for the Republican candidate for President of the United States in the immediately preceding general election in which such votes were cast.  All delegates shall be selected from members of the PCRP.

¶ 6.  Alternate Delegates.  Delegates and alternate delegates shall not be paired.  The delegates shall by caucus and majority vote adopt a plan for the seating of alternates for any missing delegates of their delegation.

¶ 7.  Rules of Order.  Unless modified by these Rules or those of the Georgia Republican Party, the latest edition of Robert’s Rules of Order, Newly Revised shall be followed in all meetings and conventions of the PCRP.
